Appointment of Members to the Scottish Funding Council Board
The Scottish Funding Council (SFC) is a Non-Departmental Public Body (NDPB) responsible to Scottish Ministers. The Scottish Government’s priorities for SFC and the national outcomes it contributes to are set out in an annual letter of guidance. Our strategies are set within the context of Scotland’s National Performance Framework (NPF), Scotland’s National Strategy for Economic Transformation (NSET) and the Scottish Government’s objectives for tertiary education, skills, research and innovation.

Remuneration and time commitment
The position is renumerated at £359.65 for every day of not less than 7.5 hours devoted to performing your functions (as required or requested by the Board) on a pro rata basis, up to a maximum total fee of £12,947.40 per financial year.

Crown Estate Scotland
Crown Estate Scotland’s purpose is ‘investing in property, natural resources and people to generate lasting value for Scotland’. The organisation is at the heart of Scotland’s journey to net zero and has a key role to play in promoting sustainable development across a range of assets and sectors.
Crown Estate Scotland is a self-financing Statutory Public Corporation accountable to the Scottish Ministers. It is responsible for managing a diverse portfolio of land and property - called the Scottish Crown Estate - including seabed, coastline, commercial property and rural estates. Revenue profits from the Scottish Crown Estate are transferred to the Scottish Consolidated Fund for public spending and capital profits are reinvested in the Estate.
Board Role
Board Members provide active and effective direction, support and guidance to ensure that Crown Estate Scotland delivers effectively and efficiently and in accordance with the aims, policies and priorities of the Scottish Ministers. They provide a strong ‘challenge function’, carefully scrutinising planned and underlying assumptions before decisions are taken. In exercising this function, where necessary, they will provide constructive challenge to other Board Members and senior officers.
Specific roles and responsibilities may vary but, unless otherwise agreed, Board Members will:
- prepare for, and attend, meetings of Crown Estate Scotland and any relevant committees such as the Audit and Risk and Investment Committees;
- contribute to strategic development and decision-making;
- attend other meetings and events on behalf of Crown Estate Scotland (as required);
- collectively establish the overall strategic direction of Crown Estate Scotland within the policy, planning and resources framework determined by Scottish Ministers; and take decisions as set out within Crown Estate Scotland’s Scheme of Delegation;
- assist in the development, approval and monitoring of Crown Estate Scotland’s corporate plans which demonstrate how Crown Estate Scotland contributes to Scottish Government’s National Outcomes;
- establish good partnership working with other organisations and participate in stakeholder groups, discussion forums and open meetings (as required); and
- carry out other tasks that may reasonably be required.

The Commission is separate from the Scottish Government and from the Scottish Parliament. It carries out its work independently of both, but works closely with both.
Information on the Commission’s functions are set out within Section 22 of the Social Security (Scotland Act) 2018. SCoSS’s role is made up of three parts:
- Scrutinising draft regulations and publishing a report including recommendations to the Scottish Government.
- Reporting on the Social Security Charter to the Scottish Government and the Scottish Parliament on whether the expectations in the Social Security Charter are being met. The Scottish Government and Social Security Scotland published the Social Security Charter in January 2019. It is called ‘Our Charter’.
- Responding to requests from the Scottish Parliament and Scottish Government to report ‘on any matter relevant to social security’ when asked by either of them.

Members will be expected to devote up to 36 days per annum. You will be expected to attend meetings of the Body regularly, to prepare for and to contribute fully to these and to perform your other functions. Board meetings are currently held roughly every 4-6 weeks and there are often ad-hoc meetings in between as well.
